How the L-1 Visa Supports Global Business Expansion

The L-1 visa helps international companies establish or strengthen a U.S. presence by allowing certain employees to transfer from a foreign office to a U.S. office. There are two main types: L-1A for executives and managers, and L-1B for employees with specialized knowledge. The visa does not have an annual cap or lottery, making it a reliable option for companies moving talent into the U.S.

The L-1 supports both new and existing U.S. operations. Companies opening their first U.S. office can use the L-1A to send a manager or executive who has worked abroad for at least one year in the past three years. For existing U.S. offices, the L-1 allows the transfer of key employees with specialized knowledge or leadership skills. This helps companies coordinate operations, enter the U.S. market, and align global strategies.

The visa also allows holders to pursue permanent residency while in the U.S., and spouses on L-2 visas can work, which supports family relocation and retention of talent. Large companies may benefit from the L-1 Blanket petition, which simplifies multiple employee transfers under one approved application.

Additionally, the L-1 visa can serve as a more cost-effective and predictable option for employers.  The recently announced $100,000 supplemental fee applies only to H-1B petitions, as outlined in the new federal directive targeting specialty-occupation workers. This fee does not apply to L-1 petitions, which fall under a different section of the Immigration and Nationality Act. As a result, for employers evaluating the most strategic path to bring key talent to the United States—particularly executives, managers, and specialized-knowledge employees—the L-1 visa category now presents a far more favorable option compared to the significantly more expensive H-1B route.
